What I see is the + in circle indicating that is NATO 5.56, the LC stamp and 19, which I'm assuming means 2024. ... The latest cases I have with out dots are LC-12 . I have LC- 14, 15 17 all having the dots .

All military ammunition uses crimps and staked primers, but commercial products may use either or none. Similarly, military brass will be headstamped 5.56 but commercial products may be 5.56 or .223. Usually marked with LC and the year of manufacture, 17 would mean 2024 , brand spanking new. If the primers are crimped it has not been reloaded and would be 5.56 military grade ammo .

STNAG's are similar to MIL-SPEC in the U.S. 5.56mm ammo mfgr'd to MIL-SPEC or STANAG specs will ALWAYS have a burn mark around the bullet on the brass. which is from "flame annealing" (softening) of the brass at that point to make it easier for the bullet to release upon firing.
