WebMax amount of cannons placed in gun ports without adding additional crew is 26 per side for 52 total. 52 cannons + 6 crew on sails + player = 59 base crew. Not sure if there is a cap on total crew you can add. I'd go into single player, spawn a galleon and max its ship experience and see if you reach a hard cap.
